Rusty engine block

I have a 2.2l that im putting into my 95 beretta.
The only problem is that it is soooo ugly,  the block is all rusty.  What is the best way to get rid of the rust without haveing to take the engine apart.

Power washing, but that breaks things.

So it's on a stand?  Clean off the rust with a wire brush or sandpaper, then degrease it with engine degrease, then put some engine enamel on it.  You may want to remove some sensors and tape off the openings, it's up to you.
