OBDI is just as tunable as OBDII only 94-95 is the limitation because its OBDI system but uses OBDII flash technology and no one took the time to build a writing utility to do it... it is possible because the 94-95 Camaro is the same thing but since they have an aftermarket someone took the time to crack the code and files to make it tunable, So that ended up as a flashable OBDI setup. The more obtainable hardware wise is OBDI since a lot of places still sell it... With OBDII you need to get a different ECU to use HPTuners, or buy a used DHP unit someone is selling.

from what just tuning? You can gain a good chunk if you have supporting mods... if its just stock I can't see a HUGE gain but maybe 5-10hp.

Its more optimized for fuel economy right now than peak power.

If they are tuned anything like the full size trucks (96+ to present) then they are conservatively rich from the factory.

I know that most people can see +1MPG with just a simple mail-order reflash of your ECU.

Supporting mods... meaning you have headers, or a cam, or port work done to the top end, or a 3400 top end swap, and so on.... Anything Mechanically done to the motor will compliment greatly to tuning and allow you to get it's full potential.

Update on window louver- 350 shipped. A company makes them in canada, ships to CT, and ships to you. 2 week wait. Yes, they have to make them. They are out of production obviously, but still available.
