I'm not sure what else could be the problem unless it is the proportioning valve in your master cylinder, but that would also affect your left front brake somehow. If your car is a '92+ the ABS could be causing it, but there again you'd probably see the effects at another wheel, the left rear.

My right rear locks up also. Same as you mentioned. New pads,dums, cylinder. Just the one wheel.

I don't have a clue how you would check that out. If it were me I'd go to a brake shop (a place that only does brakes, not Midas or Jiffy Lube). Either that or just talk to the people at the shop and see if they'll throw out some ideas.
