I was wondering how easy and if it can be done to swap out the whole dash, board, cluster, everything and the center console with the power windows from an '89 GT into a '91 base model

not sure if easy is the right word but the "easy" way would be to change the harness of the car to the 1991 style. Be prepared to spend a few days/weeks on it.
