Cam broken? Not likely for those type of mpfi's, but it can happen.

All the lifters move when crank it turned from what I can see threw the valley it looks good

Can I compression test it with the intake manifold off or do I have to re assemble it all?

In your case, it wouldn't matter. The #'s are either going to be close to each other, reveal the obvious, & aid in repair direction.

Yes, typically you would do this at WOT anyways per GM procedure...

This is from the '96 service manual for the 3100....

GM wrote:Engine Compression Test
Testing Procedure

A compression pressure test of the engine cylinders determines the condition of the rings, the valves and the head gasket.

Run the engine until it reaches normal operating temperature. The battery must be at or near full charge.
Turn the engine OFF.
Disable the ignition.
Disable the fuel systems.
Important: Remove the Powertrain Control Module (PCM) and the ignition fuses from the I/P fuse block. Refer to Engine Electrical.

Remove the spark plugs from all cylinders.
Remove the air duct from the throttle body.
Block the throttle plate in open position.
Measure the engine compression, using the following procedure:
8.1. Install the compression gauge firmly to the spark plug hole.
8.2. Have an assistant crank the engine through, at least four compression strokes, in the testing cylinder.
8.3. Check and record the readings on the gauge at each stroke.
8.4. Disconnect the gauge.
8.5. Repeat the compression test for each cylinder.
Record the compression readings from all of the cylinders.
• The lowest reading should not be less than 70% of the highest reading.
• No cylinder reading should be less than 689 kPa (100 psi).
The following are examples of measurement problems:
• When the compression measurement is normal, the compression builds up quickly and evenly to specified compression on each cylinder
• When the piston ring compression is low on the first stroke and tends to build up on the following strokes, but does not reach normal. Compression improves considerably with the addition of oil. Use approximately three squirts of oil from a plunger-type oiler.
• When the leaking head gaskets give nearly the same results as valve problems, but may be identified by engine coolant in the crankcase. head gasket leakage between two cylinders will give low readings on both cylinders.
Remove the block from the throttle plate.
Install the air duct to the throttle body.
Install the spark plugs.
Install the Powertrain Control Module (PCM) fuse.
Install the ignition fuse to the I/P fuse block.

I put it all back together and same thing as the video I posted I checked my map and it has ground I'm almost thinking my ecm might of capped out I cleaned all my grounds and the starter contacts I'm going to have a melt down soon lol

I tested spark from the front 3 they sparked(the wires I have are brand new msd 8mm), but today I had no help its hard to do when your solo. I'm wondering if my crank sensor crapped out

If you have spark then the ignition module is receiving a signal from the crank sensor.

Seeing how its a code 33 I would be going after a major vacuum leak, or the MAP wiring alone... That's indicating a huge short which will just run super rich with that value present... I'd do a full ohm test on the wires from the MAP sensor to the ECU to make sure nothing got damaged during assembly.

I had to walk away for a few days I was getting frustrated.. I checked my map out today works under vacuum has power and ground still need to check spark in all cylinders and I gotta check fuel pressure I changed the solinoid and power line to the starter I don't understand why the starter sounds weird even with the fuel pump and ecm fuses out the starter don't sound the same
