My gut tells me that they are not getting a signal.

On the GF's Cavy the cup test worked. It is just that: cups under the injectors with ICM unplugged. You may have to have the TPS plugged in and work the throttle when cranking. I've been told that you don't need to do that, but I had to open hers to WOT just to get enough out of them. That was a 2.4 Twin Cam and those things seem a bit on the strange side(not saying that thing is running right in the first place).

I showed a guy at work the clip hes says for sure injectors are not working. Can u elaborate on the cup test. I was thinking of pulling the rail with injectors and lines attached and putting the manifold back on and turning the key to see if they spray

That is what you have to do, just put cups under the injectors to catch the fuel. You don't have another memcal to try?

All the injectors wouldn't fail at the same time.
Did you check the fuse?
There is one for the fuel pump and another for the fuel injectors
as mentioned in the service manual for a 90 Beretta.

When my 90's "chip" went out the only way to start it was to do the "clear flood". In other words WOT. If it does start when doing that at least you will know what is wrong.

Sounds like there is no signal at all now.
Forget the cup test as that will be a waste of time.
All I can say is Memcal time.

Did you R & R the starter? maybe you dropped a shim or it's on cocked and that why it cranks slow.

Check all you connectors. I bent a pin on the icm once and the car wouldn't start.
Maybe you bent a pin somewhere else or broke a wire.
The injectors get continuous positive and the ecm pulses the negative. Be sure you have
positive voltage before suspecting the ecm.
Squirt some gas in the throttle body and see if it fires.

I put a new solenoid on the starter and ran new 4ga. wire to it the shim is in. I never touched the starter before this problem. Checked all the pins on my ecm this was also not touched. Do you have a wiring diagram for the injector set up so I know what to test. thank you so much for your help I feel I'm onto this problem now.. If im lucky I might get to drive it for a week or 2 before I head to Europe..

OK I am coming at this late, but engines only need 3 things.
STUPID ME!!
Have you tried spraying starting fluid into the throttle body while turning it over?
Anything at all?
