'91 Quad vaccuum lines

Ok so I have lost the cruise control and HVAC control so I am assuming it's a vac line.

But for the life of me I can't find the source.

What am I missing? %)

Either cut somewhere behind the radio or within the central area of the bulk head in the engine bay.
