Check fluid level first. Not knowing the power flow of the 4T60E I would guess either the solenoids or a seal are blown. Does it work after warming up?

Nope. I let it get up to temp and it is still stuck in what seems to be 3rd gear.

Hmmm than I'd say its a lip seal on the clutch pack for 1-2 or an accumulator seal is out.

Probably more like the valve body is stuck. Without the input and 2nd clutch packs 3rd wont work. Its a combination of all 3 engaged at once to get 3rd gear, and the 3rd pack releases to go into 4th. I doubt this is anything that can be fixed without a teardown. Are you sure the car isn't in a limp mode? No SES light?

I pulled the front connector off the transmission, cleaned it and its working again.
I want to change my transmission fluid just it case, its been a while and looks dirty.

Ahhhh good, probably just material gumming up the solenoid. I figured it was something a little less simple. Usually when lip seals fade they'll work poorly cold but get marginally better warm. Good thing it was an easy fix!

The 4t60 will default to 3rd if the pcm detects a electrical fault or there is a loss of power to the solenoids mounted on the valve body.

So I guess you thought to check the electrical connection on your own.
Just wondering if my link was helpful or not?
