Is the belt tight? I also wonder what kind of shape the power steering pump is in, and if it's getting cold, and not turning very well maybe? You could release the tension on the belt while the car is cold, and try turning it by hand and see how freely it moves. The belt could just be stretched/dried out too.
Have you ever felt like you were flying, but didn't have wings?

Try sucking out all the old fluid and putting new in. You might be amazed! The fluid should be clear. I bet your fluid is 16 years old. You'd be squealing too.
If that doesn't fix it replace the PS belt.
