I think 106hp sounds a bit low for a stock 3100 that healthy.  Thats more 2.8/3.1 territory.  I think 115-118hp is where you should be.  What about tq?

Stock they arent much,likely within the range of a stock GTZ or 3400 auto.  

Modded is a whole different story

Why would Saab put weak rims on a car that they know has potential?
Its a soft aluminum, they contracted out and thats what they wound up with.  Nj and MI have nasty potholes, so Vig rims dont last.
