I don't have 2.2 liter but fuel pressure in the V-6 is usually around 40 psi. Your pressure sounds way low for a fuel injected engine.

I was having high idle problems (2000 rpm). I checked everything and swapped lotsa parts. Finally decided to swap ECM. When I pulled mine I saw green corrosion on the ECM's pins and the connector. I cleaned the pins with a tiny wire brush. I used a .040" drill bit to clean the connector holes. ...

Check each fuel injector with an ohm meter. Each should measure about 12 ohms. Anything like 4 ohms means that injector is bad and won't allow enough fuel.
