Need to know what this wire is when I bought the car it had no relay on it and it was like this on the right side under the steering column need to know if this is a bypass connector or was this the main relay is it starter relay and curious does my car have a starter relay

What gauge/wires are in the connector? Consider that your car WAS working when you got it, so if there was nothing plugged in here then, you shouldn't need anything now. No, your car doesn't have a starter relay, nor an 'inhibit' relay. Does your car have rear window defrost? This was standard in '90 but may have been deleted as a 'credit option', this could be the socket relating to that.
