Electrical Wiring Help Please

have two problems I have no power to my number 13 fuse at all end I have a parasitic draw in battery located it in number 11 fuse believe it's the ground side right side of the fuse. Testing fuse only left side works supposed to be hot at all times how do I go about locating from the back of the fuse box? I also have one more question I had bought the car used about a year ago somebody had already touched the wiring and put a fan with a switch. There is a connector piece that has nothing in it I'm curious what it was too or if it is a test lead I don't see it nowhere in the Haynes repair manual I bought. like number 11 says courtesy lamps clock door locks horn audible warning system and cigarette lighter how do I go about finding out where my shortest from those components and if so how do I test him I also have two relays under steering column buy hood latch only one of them have one power on it with key on and off
