Fan only turns on when switched to AC

Just picked up a 1990 base model with the 2.2 tbi engine. The cooling fan only seems to turn on when I switch the heater control to AC. Any ideas? I've also found an apparently missing vacuum line and cut wire on the drivers side by the cruise control actuator. Cruise works fine, tho. Not sure if they're supposed to be there or connected to anything. There's also an eyelet with no wire on the firewall relay block.

Fan switch is probably bad, there are typically two sensors, one for the dash gauge and one to turn on the fan when it's too hot, sometimes they are tied to one if it's a three pin sensor but other times you'll find a 1 wire sensor for the cluster and a two wire one that triggers the fan when it's hot. I'm not all that familiar with a 2.2 so I don't know what direction to point you in.
