sounds like someone tried to pull a motor and rebuild it on the side of the street and the local Local PD doesn't like a car in pieces on the road.

Bill "Grumpy" Jenkins used to build Pro Stock motors on a bed because he thought an engine stand put "unusual" stress on the assembly.
Besides; Whats is wrong with building an engine in your living room??
FWIW

The landlord from my first apartment was an old family friend. Hell of a good guy, but he told me "no carbs in the sink, transmissions in the tub or engines in the living room." Said I was the first tenant he ever gave those instructions to. Never said anything about the driveway though! haha

Some ordinances don't allow a non-running and/or a non-registered car parked outside for more than a certain period of time. In my town I think it is 3 days. I had an unregistered car outside for 4 months and never heard a peep. My dad on the other hand, heard from the municipality one time because his Toyota was sitting outside with expired plates. (had a bad head gasket)

Tow it to a family/friends house if they let you?
Flat bed it is what I would do. This way you can rebuilt the engine without rushing.
You can always crate the engine over there in the trunk of another car and then put it back in in one day. I swapped 3 engines between 2 cars in 3 days, so its possible to do one in one day with help.
