12 means your in diagnostic mode. Is the SES light even on?

12 just means that the ECM is in diagnostic mode -essentially it is just acknowledging your jumper-wire is in place. That means you have no trouble-codes. OBD1 is not the best at realizing there is a problem with the engine.
