Ok, so my next question...
When is the fan supposed to kick on? I noticed yesterday when bleeding the air out of the system when the car would get to 3/4 mark on temp gauge that the fan was not kicking on. So, when is it supposed to come on?
And I removed the ac and added the delete pulley a couple weeks ago. Is there something I perhaps unhooked or need to unhook that may be causing the fan to not kick on?

226*F. looks like L-bodies didn't get a second fan like the other platforms?
this is according to the PCM's datastream BTW, which as long as the coolant temp sensor is accurate, is accurate. the guage may show something entirely different and isn't to be trusted compared to the 2-wire temp sensor.

So how am I supposed to tell the fan is working properly when it's 20 degrees outside?

perhaps unplug the CTS, i believe that will force the fan on at all times it is unplugged, though you'll get some interesting operating characteristics out of the engine, so just don't drive with it like that.
if unplugging the CTS alone doesn't do it, you could unplug it and connect a potentiometer or some resistors into the temp sensor's connector to simulate a temperature above 226*F. ~100 ohms should be around 240*F IIRC.
though for some anecdotal information: i have my fan 1 on-temp set to 210*F and in 50* weather, i can't get the engine to run up to that temp while idling, let alone moving. though my calibration isn't close to stock at all, so that may contribute.

It should turn at roughly half on the temp gauge normally from what I've seen. Doesn't come on often regardless.

Have you checked the fan motor to make sure it's working?

...I would also check the fan relay -check for power, continuity to the fan motor, and as much of the control circuit as possible (IIRC the PCM grounds the coil for the relay, so there should be power to it with the ignition 'ON', and I think it is even hot at all times). While you are checking the fan motor connector for continuity to the relay, also check the other side for continuity to ground. That way you've checked everything except for the PCM's operation itself, and eliminated 2/3s of the likely culprits.
On my '95 Z-26, the fan usually engaged at ~ 5/8 on the temp gauge, but as RobertISaar said, these gauges are NOT very accurate and vary from one car to another pretty widely. Good luck...

I know the gauge isn't accurate, but I've had the car long enough to know when it's getting hot. I noticed this the other day when the radiator was basically drained and I was bleeding air out of the system. I might just wait and deal with this in the spring/summer since its not really an issue right now.
