Well, after a week of my temp rising to 3/4 one day, staying at 1/4 another, I decided to check for any codes that may have some how come up when I wasn't looking and check to see if the fan worked.

It’s a '94 3100 w/ Auto.  I have never noticed the SES light come on while driving.

I put the jumper in and.......................... nothing, SES light stays on, fan don't turn on; get no action from the test terminal.

A couple Questions,
1- I am going to test for continuity on the test terminal and the ground to make sure that’s not the problem but I need to know where the diagnostic (B) terminal leads to so I can test it.
2- Has anyone had an issue like this with the light staying on while checking for codes?

Yes both in 94 and 95 the jumper way will not work as they are OBD 1.5 meaning that you have to have a SuperScanner CP9145 or better to read codes. That scanner is made by Actron and help can be found here.

Actron Website FAQs

I found out that the local Advance Auto uses a CP9140 leaving you to either buy a scanner or go to the dealer.

94-95 cannot be tested like the older obd ones.   Search and you'll find out why.
