Tail lights/brake lights flashing

I've got a 92 Beretta 3.1 with a problem.
Sometimes, after using the turn signals, the rear lights and the third brake light all flash in unison. They will continue to flash until the turn signal is used again. Sometimes there is smoke that comes out of the steering column as this is happening.
Any ideas?
