new rebuild no oil pressure out of ideas please help

hey i have been helping my brother rebuild his 90 indy 3.1 with a 5speed. took the block, heads, and crank to a machine shop. all new every thing else new cam oil pump gaskets. he has spend all his savings gitting this car rebuilt. we test fired it and the lifters are making alot of noise. oil gage says nothing. so we hooked up my dads manual gage up and it dosent have enough pressure to do more than drip out of the line. exchanged the oil pump incase that was the problem still doing the same thing. it is flowing oil on top of the cylinder heads but not pushing any through the push rods. i have owned 6 different berettas rebuilt a cupple untill i totaled my last one a month ago i would never thought i would drive anything else but i have no idea where to turn on this one please let me know if anyone has had this problem or if u have ideas.

Do you have a new oil pump drive?

yah new oil pump drive shaft dident actually change the drive gear but put the drive shaft up form the bottom and it wouldent turn so i am assuming that the dirve gear is meshed to the cam shaft and holding corectally

Ok man I just had to check on the drive. I lost one once and there was very low pressure.

yah the drive is good i pulled the front valve cover and oil is comeing up on to the head but not through the lifters i looked at a old block out of one of mine and there were some plugs in between the lifters i was thinking if the machine shop dident put one of those back in that it might be loseing the pressure there but i dont know how to check with out pulling the intake back off

There are oil galley plugs and you have to have all of them in there (very rarely do shops put them back in) in order for it to build pressure.
