weak air flow

I have a 90 Indy Beretta and for as long as I have owned the car (8 years) I have been dealing with the lack of air flow.  Vacuum controls work as they should in redirecting the air.  Upper dash vents while on defrost, bi-level blows out bottom and middle vents, heater blows just out the bottom.  Problem is even with the fan on high the air is barely blowing out.  The fan sounds really powerful.  It's loud inside the car and even when you get out of the car you can hear it blowing like crazy but when you put your hand to the vents there is hardly anything coming out.  Both heat and A/C work.  Heat is hot and A/C is cold.  Anybody ever have this problem?

A good possibility is that the air intake is clogged/blocked.  Especially if you park it under trees, or live in a dusty area, you can get all kinds of junk in there, which restricts how much air it will pull into the passenger compartment.  This is one of the reasons GM came up with Cabin air filters later with their late 90's cars.  Now, most cars are equipped with cabins.  Try checking where your air is sucked in, and try cleaning it out if you can.
