Relocating tie rods

Has anyone ever relocated tie rods on L-body car before?
I am currently thinking the easiest way, moving the ball joint from upside to downside, would have to get new 'cone' holes machined to the struts, that can be tricky.
Another one would be cut\re-weld the 'steering arms' on the strut housings...
The reason for me to do this, is that the white car has some serious bump-steer with the current ride height, and tie-rods pointing aggressively up, as the should be level or tilted down. It's much bigger issue without power steering.
