MAN! That car is mest up. Dash dont work, Nothing! Too bad he never got the title sined.

Seriously though, if you could clear up the title issue, if you could even get the owner to be able to explain it to you in English, you may have a gem here. Obviously the seller isn't too bright, I bet the non-working dash is something as simple as a fuse...

bumper looks intact and the dash doesn't look like it's bubbling yet.
guy sounds like he dropped out of school in the 5th grade.
