Probably not.
And what you attempted usually doesn't work. You can't get enough of the foam backer off to make it work and stay. (cause more of the foam that's left still lets go) And of course with 3M adhesive, you have to use it correctly or it won't work either.
Did you spray both sides, then them dry, then assemble? With fabric you really need to put plenty on it. Probably would kill more than a can and a half to put enough adhesive on that.
I'm just glad mine hasn't started coming apart. Still feels newish.

take it out and do it again per instructions of how to apply and use fabric adhesive.

Mine decided to finally let go this year. I tried putting my headliner up in my celebrity 12-13 years ago and I remember it didnt last through the weekend! lol I have some fake black suede I want to put up in my beretta someday. It's in storage now.

You have to remove all the foam from the backer and use fresh foam-backed material. The foam-backed will let you lay down a good coat of adhesive without soaking through.

you use a wire brush (hand held... no need for power tools here...) to clean off all the old foam. try not to step on or otherwise wreck the actual headliner board. if it needs work, i think fiberglass resin would be best.
and yes you follow the instructions on the can... or if using contact cement, like what is normally used, spray decent amount on both surfaces (where you are laying the headliner onto the headliner board, and the foam backing of the new headliner material, let set for minute i think it is, then with CLEAN hands, press it on firmly. flip it over and spray a bit more contact cement on the edges where it was rolled over thinking back to the original factory headliner. let sit a minute, and then roll it over, and start trimming where needed
make sure you are working on a clean surface as well, working in a dirty garage can dirty a fresh headliner very easy... lots of cardboard if need be
