Could be the TPS or the IAC sensors (both in the throttle body).  You might want to clean out the throttle body while you're at it to remove any carbon build-up.

My dads 3.1 loped real bad, but it turned out to be an o2 sensor. Nobody else ever has that symptom though.

It's just telling you that your cat is bad, more than likely...

no, the second sensor only reports if the cat is bad... your SES light for that O2 can be from either of the two... bad cat or bad O2 sensor, but if it is in fact bad it doesnt matter, I run both of my 96 setups without that sensor, because all it does do is reports cat condition.

Another thing to check is plugs just make sure nothing is slightly fouled... wouldnt hurt to run some injector cleaner through the tank either.

A 3400 without a cam, well crap thats the problem, you left the cam out of it.....LOL no wonder its lopey ÂÂÂ
Actually it sounds like a vacuum leak somewhere, check all your hoses for cracks/splits.Maybe the bouncin' boobs of your avatar knocked a vacuum line off somewhere.LOL

If you had a bad cat, you would have terrible performance, does it seem to have plenty of power? I've heard my friends car do what  your saying, he actually had a air leak past the fuel injectors. take some carb cleaner and spray at each injectors base. if the engine stumbles or changes it's idle in anyway you know thats the problem. it's a quick and easy test. the O-ring kit is like $20.
