Put new rotors on my 90 some time back, been fine, I just hand tightned myself with lug wrech when I put the rims back on. Today I go to shop get tires rotated. Now when I hit brakes I am getting a slight pulse in pedal (can even feel it so slightly in car as a whole) and slight wobble showing in steering wheel. Is there a specific torque they should have put these rims on with?

100ft/lbs for the rims. It might be an unbalanced rim causing the wobble, but shouldn't be in the brake pedal. That could be a rotor slightly warped

Likely your rear tires had an issue that now is transferred to the front after rotation. Rear tires wear differently than fronts usually.

The tires were bal and rotated. Before hand I had no pulse in brake pedal or wobble in steering wheel upon braking. It is slight but it was not there at all before the work. Bad tire or a bad rim should not cause pulse in pedal unlewss the rim was bent the hell and back which these are not. It's so slight that if you hit the brake semi hard you don't feel it, just on real light application which for me that has always been the beginning of a warping rotor.

Feedback in the pedal and wobble from the steering wheel are CLASSIC warped rotor signatures.

My suggestion would be strip the wheels and calipers off, pull the rotor , put it on a flat surface and see if you get movement by pushing on one side of the rotor while it's lying flat. If you do, it's warped. Replace.

Wonder if they overtorqued the wheels when they put them back on. Definitely need to check out your rotors, a bent wheel or uneven tire isn't going to cause the pedal to pulsate.
