so if i powder coat mine and put tires on them i can get 400 bucks ?

Powder coating is very cheaply done in comparison to having wheels professionally nickel and chrome plated. Hell, the brand new tires alone probably ran him at LEAST $400. I'd bet the chrome plating was another $300-$400, so yeah.....
I think his price is right.
