Wiring Problem!

I have a 1990 Chevrolet Beretta Indy. trying to figure out why my gauges were not working and this is what i had found. because as you can see there are some wires that ar just taped the wire its self is not even touching. now i need to figure out what this wiring is for so that i can find the right diagram to fix it the right way with connectors instead of electrical tape. thanks.

it looks like someone pulled an alarm system out. match the wire colors, it should be easy enough.

looks to me like its just spliced into... i took out a remote start from a 94 and it looked the same as your wires, someone just spliced into them for alarm or remote starter. if any are cut right off just match the colors together like mentioned above.

As a few have said it apears to be an old alarm system splice into the heavy gauge wires that run the ignition and starter... The dash is not affected by that harness at all. If your only getting some of the gauges illuminated and not all then the problem is with the dash itself. Its a digital unit so when it turns on all the gauges should light up, if only half do its not due to a connection to a sensor or something.

echoing the above except that it looks like to wire is still connected and was tapped into for some reason. Then whatever was added was removed and the tapped wires were just cut off. The original wire looks to be intact so there is nothing to match up to. I'd tape over them so they don't hit some thing and short out.
As far as the dash, I never pulled the dash on a 90 but in my 92-96, it has a socket type thing that the instrument panel plugs into. I'd try and pull the instrument panel and see if those connections are clean and if they are seated all the way down.
As example, my 92 was missing 4 screws which held the instrument panel all the way seated, it worked loose and lost connection so the gauges didn't work. Once I replaced the missing screws, all was well again.

well when i tryed to pull the gauges out i took out all the screws that needed to come out but it still wont pull out. something is keeping it in there and even my tiny hands wont reach up there to see if something is in the way. it comes out like an inch then stops.

according to the book, you will need to remove the left sound insulator, ( i don't know what this is),
steering column trim cover, lower the steering column,two screws to get the cluster trim panel off,
and also disconnect the electrical connectors, I believe for the wipers and headlights. You mat have to get a screwdriver in there to move the lock tabs on the connectors.
then you can get to the instrument 4, cluster screws to get it out.
You have some kind of driver information center keypad that also needs to be removed.
It looks like that comes out with the steering column trim cover.
