fuel vapor canister/purge/vacuum

Hi all,
So on the Corsica with the 2.0 (89) I think maybe the purge valve is maybe stuck open? The car runs very very very rich when it is below 50 F outside. If you step on the gas it makes it worse and will sometimes die, but it definately is not driveable until it warms up good.
Then, when it is above 50 F, gas will sometimes come draining out of the vapor canister and will kill the car. If the gas cap is loosened, this problem seems to go away.
This is the only thing that makes sense to me.
