i want to swap in a 90 gtz motor and trans to an 89 base model. are the frames the same between the years? what should be swapped? thanks

It'll be a lot of work and it can be done. For the amount you'll put yourself through for this, it would be cost effective to just buy a Quad powered GTZ/Z26 and use the 89 as a daily driver.
You'll need the subframes, wiring harnesses for engine and dash, dash cluster, do some welding/cutting and if your 89 is an auto, be ready to swap even more.

Not to give you a hard time or anything, but why not go for something with more lower end torque for dirt track racing, like the 2.8L V6? You're going to have to be revving that Quad to get anything out of it.

Generally you are running the things in their powerband, so since its not drag racing, he doesn't really need the bottom end torque, top end power is what he needs for the straights. As long as it is in the torque range to get up off the corner, he is good, ......ah hell, wait, how do you dirt track race a FWD car? Unless its just basically circle track racing except there is dirt on the track since its not very easy to "drift" around the corners in a FWD car?
Anyways I agree with the just finding a GTZ and using it, swap in the highest geared transmission you can get your hands on to help with 1st and 2nd gear hopefully, since I doubt you will get to the redline of 5th gear, gots to get up to speed as fast as possible. You would probably just spin the tires to much with lowend torque or you wouldn't have good straight away speed due to poor top-end of a 2.8/3.1.
Oh, well, one other suggestion is swapping in a 3400 instead. Its much easier swap into an '89 than a Quad
