Call your state DMV they are the ones who will tell you what you need and why gamble on getting it right. Go to the source and get it right the first time.

I needed an original stamped notary on my NC title and bill of sale to register in NY.

Il doesnt require notary or bill of sale. just make sure you have the title and it is clean. and get a bill of sale.

Eh.

Just check with your DMV, best source for the correct information every time. You will probably need just the title, bill of sale, and proof of insurance, along with your ID. I remember having to have notary and that when I was in Ohio, but not in Michigan, and not when I lived in Illinois, though I never bought a car there... LOL.

Want hassle? Buy one in Canada then bring it to the states. :P
