That is the floating orange foam finger in the washer fluid tank that pops up when its full.

I thought it was funny too when I first saw it on the 95. If the fluid is at the top it's full, no need to add cost by putting something like that in.
Bet they cost GM 10 cents each and added 50 bucks to the overall price of the car.
LOL if you took it out and lost it way back when then wanted to replace it I say GM would have asked 12 bucks for one. Wonder what they go for at Vintage Parts, 25?

Better put a cap on that so it doesn't fall out. :roll:

If you fill it to the cap then the connection point between the tank and the neck will sometimes leak... also its a quick way to visually see if its full more so than knowing when to stop pouring fluid in.

That's what the hole on top is for. Just push down on it and most of the extra will spray out. Run the washer and clean your windshield, no leaks after that.
I've done it and it works. :)
Had to, I overfilled it so I could take the stick out to see what it was made of.

I got one at a parts store, it was one of those "help!" items. It's not as good as the stock one, but better than a used one that will break. It does have the stock look and the vent hole.

GM used the same ones on multiple vehicles! If you want a good pliable used one, pull one off of a early 2000's GM N body like a GA or Alero. Mine came off a 2005 GA and the writing on it looks new as well as the plastic being soft still.
