I agree and disagree with what they did. In PA a Trooper can give you a on the spot inspection.  I did not see them searching in people cars just asking them to pop the hood.  I don't doubt that out of 150 cars a bunch of them had stuff that was illegal in California or not done properly.  I have not read anything that said anyone had permission to be there.  I do not agree with the "Why do you need that unless you are a street racer" statement or the cop getting on the radio saying to pull over anyone that looked like they could be a street racer.  Lots of people race on tracks.
