HI ,I have a 92 Ber 3.1 that is idling high on start up &
wil not come back to normal idle. once the car gets warmed up  when driving it surges an engine lite comes on. .
Had it on computer today and it reads high volts all over the place . Can it be an over charging altenator or faulty ecm ? mat sensor jumps to 7 degress to -40, fuel pump
reads 17 to 20 volts , etc... any Help thanks

I think its a vacuum leak.

Check all vacuum hoses.  For example, remove the brake booster hose:  it'll be amazing if the car starts at all.  Not to mention it might require the car at mid range rpm to stay running.  a 1/8" hose will cause these problems.  

check the canister below the driver headlight area and also the emissions canister behind the passenger headlight under the coolant resevoir.  Those seem to be problematic spots.  Oh, also, the lines that run across the firewall area.  If its not these, start eliminating hoses one by one.

17-20 volts?  Sounds way too high.  Have the alternator checked or you meter.

Thanks for your posts. I have changed the ecm with one from my parts car, but the eng lite was staying on an still fast idle on start up , but no codes on scan. That lasted three days until the ecm went today. Just put another one on tonite and it seems to be fine. I will check hoses, etc....

sounds like the alternator to me, more specifically the regulator

how else can you get over 14 volts anywhere but the coils?

If you had replaced alternator, like was first suggested, then maybe no damage would have occured to your spare ECM.

check you egr gasket i know when i rebuilt my 3.1 my gaskets were bad and will not only cause it high idle but trigger the engine light has to a vacuum leak somewhere also check you MAP sensor
