i'm not 100% on stock Q4 calibrations, but it is entirely possible that when at 0MPH, a park/neutral rev limiter that would normally be used on an automatic car is used on the manuals. 3500 seems about right for other engines of the era. as long as it didn't happen while driving, i'd say it's okay.
