problem with no starter

-90, 3100L
after som tests, if the battery reads lower than 11.99 then it wont start or do anything, lights and everything works. if the battery goes above 12.00v it kicks.
the alternator reads 14.45v!
Also changed the battery!
something fishy is going on...
anyone know something?

It sounds like your starter is drawing too much power, but the first thing to check would be the wiring to it.  If the resistance of the wiring is too high, more power will be required to start the car.  As far as the alternator, they typically put out about 13.5-15.0 volts, so 14.45 volts while the engine is running is probably nothing to worry about...as long as the battery also reads about 14.45 volts.  Without accessories such as headlights and A/C turned on, the voltage will usually be a bit lower than that after the car is warmed up and has idled for a while.

Check the wiring and then pull the starter and have a parts store check it.  With a worn out starter it can take a lot of juice to get it moving.  Also check for proper starter clearance on the flywheel ring gear, if it is too tight the starter needs lots of juice to get it going around.
