Is there anything else to a CAI other than an
aluminum pipe and a cone filter?

You need to have the right mandrel bends. Also know the shortest route to put to CAI to get the coldest air without water being a problem.

I just ran a plastic flex tube for mine and a after market air filter. bu i ran mine up to the grill gap in my bumper and it works great. plus its not restricted.

wiley.. pics
i thought the tubing has to be smooth on the inside
wouldn't haveing a flex tube cause a little restriction?

just kidding i'm fabbing up my own ram air shaker box on a spare hood with a special system for keeping rain out of the motor. Seriously i wouldn't suggest just hooking up a straight scoop directly to your intake or you could be flooding your engine with water in bad weather. I'm only making my own system because i have a bit of engineering experience and i don't have classes at the momment so i have a ton of free time(I only work two hours a day).

You would think the filter would stop most of the water from getting in, especially if it is an oil soaked one...

If you're worried about "drowning" your filter, take a drill and drill a hole or two in the bottom of whatever you have that would retain water. Problem solved. Just don't drill the holes past the filter, it would kinda negate having one in the first place.

But then you lose some of your ram air effect. Sure it would be only a little leak but some like to go that extra mile.
