My Toshiba L455 will only work in Safe Mode with Network!
Ran Malwarebytes. Nothing bad.

Is it a 64-bit laptop or 32-bit laptop?

I just helped him via a phone call with using Windows restore first, see if we could undo whatever broke it. So far so good. Its pretty painless and works 90 percent of the time, at least for me. He has good av protection and doesn't install or run a lot of software, so probably an update failure from something.

Ya Ace walked me through the restore process and everything seems to be working just fine.
