Ok had to look it up. The governor may be bad, also the modulator could be out. I couldn't remember how the trans was set up. You still there? You could check the vac line to the modulator.

what tranny is that? a 3t40? I think it could be poor sealing on the governor. pull the hose off the vacuum modulator and check it for trans fluid, but i'm leaning towards a governor. they aren't too bad to replace, it's on the right side transmission output, on top. there will be the vehicle speed sensor coming out of the top.

Too bad there's no modulator on the 3-speed auto.  The TV cable is the only adjustment.

ding ding!

I would start with making sure the tv cable is adjusted correctly.  It does over time stretch and could causing incorrect shifting.
