parking/emergency brake

My e brake is stuck solid, anyone have this problem or know where the most likely point that this occurs at. It works at the wheels, when I pull the cable closest to the axle. Its not that I can't really figure it out, but before I go ripping my car apart I just wanted to know if there is a certain place to look first, its okay from the wheel to the axle but it is somewhere between the axle and handbrake.

It's likely the cable from the handbrake to the wheel cables. Tends to rust up and seize in northern or midwest winter climates due to rust and lack of use. The cable can be purchased on RA but is a PITA to change.
