Ok I just pick up a 00 malibu has the 3100. never seen a motor like this has tube things that come out of the heads goes to this can thing an that think has a tube that comes out an has a filter thing,lol I'm srry does this have to deal with pa emissions, that's were the car was bought?

It is the California emissions car. That may have been a municipal service car as well.
To remove it you need to swap or Flash the PCM. You need to fill the holes in the heads. Otherwise enjoy the low emissions.

Definitely not a PA emissions thing, the only thing they do for emissions is pressure check the gas cap here. I think PA has the easiest emissions to pass. Some less populated areas don't even require it.

Iowa has no emission checks at all lol i dont even have a catalytic converter on my gtz
