How hard is it to replace an ignition switch on a 1988 beretta with tilt steering?

did the lever break that connects to the ignition lock? Requires column tools available at parts stores.

Isn't the actual switch at the bottom underside of the column by the pedals like on the later Berettas?
Then he just has to change the actual switch and not get into the column near the key?
