Basically under the battery, shielded from large amounts of water splashing up on it from the wheel well plastic, bumper cover, etc that is in that area.

The only way to get enough water up the filter would be to submerge it in water, or two submerge the front end in water, which I'm sure would cause some unwanted issues.

Yeah, you should have no problem with water entering your filter unless you're truly doing something stupid. I have had my intake on my car for like three years now here in Colorado. It has seen blizzards, rainfall, mountain passes, drives as far as Detroit and back with no issue. Hell I even rally crossed the car for two seasons in EPIC amounts of dirt, no issue.
